1. Subscriber’s Account
An account shall be opened in the name of each subscriber, showing:
- His subscriptions
- Interest (Rule 11)
- Bonus (Rule 11-A)
- Advances and withdrawals
2. Conditions of Subscription
- Monthly subscription is required unless under suspension or unpaid/half-pay leave.

Exemptions:
- Group C/D on departmental leave
- Seasonal posts during unemployment
- Period of dies non

How to opt out:
- If drawing own bills: omit deduction
- Otherwise: written intimation to head of office
Failure to notify = auto opt-in. Choice is final.
- After full withdrawal (Rule 32), subscription resumes only upon return to duty.
3. Rates of Subscription
A. Fixation
- In whole rupees
- 6%–100% of emoluments
- Rounding off to nearest rupee
B. Emoluments
- Based on last 31st March or date of joining
- Special cases: leave/suspension/deputation
C. Notification
- On duty: deduction in March bill
- Leave/suspension: first bill after return
- New joiners: first month’s bill
- On leave but subscribing: current month’s bill
- Foreign service: Treasury deposit
D. Changes
- Reduce: once/year
- Increase: twice/year
- May combine increase/decrease
4. Transfer to Foreign Service / Deputation Abroad
Subscriber remains under GPF rules as usual.
5. Realization of Subscriptions
A. Through Treasury
Deductions made directly from emoluments.
B. Other Sources
Subscriber sends dues to Accounts Officer. If on deputation to government-owned body, they recover and forward.
C. Default
Arrears with interest will be recovered or deducted. No interest required if no interest earned on deposit.
